Jewish people claim it as a land they possessed first, and that it was given away by powers that had no authority to do so. Ironically by the same powers that set up the physical Israel. There's a mosque right next to the wailing wall, so it's going to be a hot issue for centuries. We might well call Wall St. the economic capital of the US, but Washington DC remains the capital. There's really very little chance of sharing Jerusalem with Palestine. If Palestine is to gain ground in Israel, it's pretty unlikely to be in Jerusalem regardless of the nation's capital.
